You must appear in person at a US Consulate for an interview to get an E-3 Visa, and you can't attend an interview in the US - you must go to a US Consulate outside the US.
You might find that it is difficult to get an appointment in Australia, or might be interested in going to a US Consulate in a country other than Australia - Canada, for example.
